Burns are weather and wind direction dependent, and therefor no specific dates are available.

George Municipality holding Indigent Roadshow

The George Municipal Finance Directorate, Credit Control Division will conduct a Roadshow in George and surrounding areas from 5 June to 1 July 2019 to inform the public of the Credit Control and Indigent Support Policies of the organisation. This informative roadshow is firstly to inform the public about the policies, and secondly to provide information with regard to improved service delivery and the benefits of compliance with the policies.

 

Please keep an eye out for dates and venues of meetings in your area on the George Facebook page, the George website under events, www.george.gov.za, it is advertised in the George Herald and will be announced this week on Eden FM and Heartbeat FM radio.

 

The George Municipal Indigent Policy has been developed, as in terms of Section 214 and 227 of the Constitution, a Municipality is entitled to an Equitable Share of nationally raised revenue to enable the provision of basic services and to perform their functions. Due to the high levels of unemployment and subsequent poverty, there are households who are unable to pay for municipal services. The Municipality, therefore, drafts and adopts an Indigent Management Policy in line with the National Government’s Policy. The purpose of such a policy is to make provision for the supply of basic services  to Indigent households in a sustainable manner, to provide procedures and guidelines for the subsidisation of basic service charges to Indigent households and the provision of basic services within the budget of Council.

 

Residents who qualify for the indigent subsidy are those with a gross monthly income per household of R4 000 or less:

  1. The applicant must be a full-time occupant of the property for which he/she applies and may not own any other property in South Africa.
  2. Consumption levels will be limited to:  water – 12kl per month and electricity - 550 units per month.
  3. The value of the property should be less than R150 000 in order to qualify for a 100% rates rebate.
  4. Application should be done on the prescribed application form.
  5. Supporting documents have to be attached to the completed form: proof of all income, identification of all the residents, copy of municipal account, etc.
  6. The municipality will do annual audits and the applicant’s property may only be used for residential purposes.

Residents should bring the following documents with when applying:

   
  • ID documents
  • Proof of total gross income of household
  • List of all residents on premises
  • proof of pension/grants
  • Birth certificates or ID documents of dependent children as well as a court order which confirms guardianship
  • Proof of unemployment
  • If owner of motor vehicle, full particulars as well as means of finance,
  • Latest municipal rates and services account
  • A copy of pre-paid electricity slip.

 

The benefits residents will receive once his/her subsidy is approved, are as follows:

  • 6kl free water per month.
  • 70 units free electricity per month.
  • Refuse removal and Sewerage disposal - a 100 % subsidy will apply.
  • 100% rebate on rates, should property value be less than R150 000.00.
  • If the valuation of the property is more than R150 000.00, the indigent consumer can apply for an additional rates rebate.
  • Arrears of indigent households can be written off as per Council decision for the first application.
  • Where water leakages and electricity problems occur, these can be repaired at Council`s expense and cost recovered from the equitable share grant if funds are available.

The policy caters for:

Health Care Centres

  • Care centres subsidies are restricted to R120 per month per resident;
  • Indigent consumers in retirement centres/old age homes shall be eligible to qualify;
  • The Board of Trustees/Managing Agent will have to apply to the Municipality;

Churches / House of Public worship

  • Churches/House of Public worship as per Valuation Roll, where more than 50% of membership is indigent will qualify.
  • Subsidy will be restricted to the subsidising of all basic service charges;
  • The Minister of the Church to submit proof of Indigent members and total number of members of the church.

Crèches

  • All crèches registered with the Municipality and SASSA(South African Social Security Agency) where more than 50% of the membership (parents of registered children) are Indigent will qualify for the subsidy in terms of Council`s Indigent Policy. 
  • The subsidy will be restricted to the subsidization of all basic services water, sewerage and refuse. 
  • The total subsidy will not exceed the total monthly municipal account as contained in the tariff list.
  • The onus will be on the Principal of the Crèche to submit proof to Council of the number of members registered as indigents in terms of the Council’s Indigent Policy.
